There is a strong belief by Governments that innovation and economic growth can be generated from worldwide networks of researchers, students and universities in “hubs” that provide a stimulus for research, joint courses and exchange opportunities. These hubs can be virtual (as in the case of UNESCO’s climate change education hubs) or physical  (such as Qatar’s Education City or Malaysia’s postgraduate education market).
